Cadre Restructuring of Physiotherapists

LABOUR AND EMPLOYMENT be pleased to state:-


(a)the number of physiotherapists employed in the Ministry including allied offices and autonomous organisations like ESI hospital, etc. along with the promotional hierarchy, pay and allowance extended to them;
(b)the year in which this cadre was formed along with the details of restructuring of this cadre carried out so far;
(c)whether the physiotherapists were involved in the cadre restructuring and their views were considered and if not, the reasons therefor;
(d) whether physiotherapists are involved with/given equal opportunity and if not, the reasons therefor; and
(e)whether the 7th Pay Commission recommendation in respect of physiotherapists holistic cadre restructuring has been implemented and if not, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 119 FOR 11.02.2019 BY DR. K. KAMARAJ REGARDING “CADRE RESTRUCTURING OF PHYSIOTHERAPISTS”.

(a) to (e):- At present, total 36 Physiotherapists are working in ESIC Hospitals. They are in level-6 in the Pay matrix (7th CPC). The promotional post is Sr. Physiotherapist in the present structure. Pay & Allowance is applicable as per Central Government 7th Pay Commission. Recruitment Regulations for the post of Sr. Physiotherapist and Physiotherapist were notified on 22.06.1991 & 21.05.2011 respectively. For the purpose of cadre restructuring, draft Recruitment Regulation for the post of Physiotherapist was uploaded on the website of ESIC on 12.05.2017 seeking comments of stakeholders. All stakeholders, including Physiotherapist involved have been given opportunity to offer comments and such comments have been duly considered. Pay scale of Physiotherapists cadre has already been replaced as per 7th CPC recommendations.
