ANSWER

MINISTER OF HUMAN RESOURCE DEVELOPMENT
(SHRI PRAKASH JAVADEKAR)

(a) to (d): A statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO PART (a) to (d) OF THE LOK SABHA
STARRED QUESTION NO. 120 FOR REPLY ON 11.02.2019 ASKED BY DR. K.
GOPAL REGARDING RECOGNITION OF DEGREES

(a) to (d): As per University Grants Commission (Minimum Standards of Instruction for the
Grant of the Master’s Degree through Formal Education) Regulations, 2003, duration of
Master’s Degree in India is specified as 2 years and therefore one year Master’s degree is not
recognized in India.
Association of Indian Universities (AIU) is mandated to and involved in according
equivalence to the degrees awarded by the approved/recognized/accredited universities
subject to fulfilment of the following parameters:

i. The degrees must be awarded by the foreign universities which are
approved/recognized/accredited in their own country;
ii. The programme of studies are pursued by the student as a full time regular student on
the campus of the University of its origin and/or on a dully
approved/recognized/accredited offshore campus/partner institutions
iii. The minimum prescribed duration of the programme of the studies is at least the same
as applicable in case of Indian Universities; and
iv. The minimum eligibility requirements for admission in the programme of studies is at
least the same as applicable in case of Indian Universities”

As per current Policy, equivalence is accorded by AIU only for those Master Degrees
awarded by approved/recognized/accredited British universities that are of 2-Year duration.
In respect of countries with which India has Memorandum of Understanding (MOU) on
Mutual Recognition of Academic Qualifications, the corresponding degrees of the countries
are considered equivalent. However, till date, India does not have any such arrangement with
United Kingdom.
