SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:-


(a) whether the Government has set up the Rehabilitation council of India (RCI) and if so, the details thereof including the functions performed by RCI;

(b) the details of projects/schemes being implemented, funds sanctioned and physical achievements/progress made so far under RCI, State-wise;

(c) whether RCI has failed to check the mushrooming illegal/unapproved training centres in the field of rehabilitation and special education;

(d) if so, the details thereof, State-wise and the action taken thereon; and

(e) whether the Government has reviewed the functioning of RCI to make it more effective and if so, the details thereof along with the steps being taken by the Government in this regard?

STATEMENT MENTIONED IN THE REPLY AT PART (a) TO (e) TO LOK SABHA STARRED QUESTION NO. 398 ON REHABILITATION COUNCIL OF INDIA TO BE ANSWERED ON 08.01.2019


(a) & (b) Yes, Sir. The Rehabilitation Council of India (RCI) has been set up by an Act of Parliament under the Rehabilitation Council of India Act, 1992. The functions of the Council are:-

1. To regulate and monitor the training programmes in the field of rehabilitation of persons with disabilities;
2. To prescribe minimum standards of education and training for various categories of professionals dealing with persons with disabilities;
3. To make recommendations to the Ministry regarding recognition of qualifications granted by Universities, etc., in India for rehabilitation professionals;
4. To maintain Central Rehabilitation Register of persons possessing the recognized rehabilitation qualification and
5. To promote research in rehabilitation and special education

Besides these, my Ministry implements a scheme of “In-Service Training and Sensitization of Key Functionaries of Central and State Governments, Local Bodies and Other Service Providers” through RCI. The details of funds sanctioned and physical achievements/progress made so far under the scheme are attached at Annexure.
(c) & (d) No Sir. The Rehabilitation Council of India in consultation with the office of the Chief Commissioner for Persons with Disabilities (Divyangjan) has issued advisory to the respective State Commissioners for PwDs to take necessary action in the light of Rights of Persons with Disabilities Act, 2016 against the unqualified personnel practicing in disability sector. In addition to this, the Council also issues statutory warnings in national as well as regional newspapers from time to time that practicing without RCI certification is a punishable offence under Sec 13 (3) of the RCI Act, 1992.
(e) Annual Report of the Council is laid on the table of the Parliament every year. Also, the Parliamentary Standing Committee on the Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities (Divyangjan) has reviewed the functioning of the Rehabilitation Council of India on 20th Dec, 2018.
