Welfare and Rehabilitation of Divyangs

SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:-


(a) the details of the current status of the ongoing schemes/ projects for the welfare and rehabilitation of Divyangs and mentally retarded persons in the country, State/UT-wise;
(b) the funds allocated/released and utilized for this purpose during each of the last three years and the current year, State/ UT-wise;

(c) whether the Government has reviewed/ proposes to review the National policy for persons with disabilities to make it in consonance with the United Nation’s Conference on the Rights of Persons with Disabilities;

(d) if so, the details and the outcome thereof; and

(e) the effective steps taken by the Government to provide special assistance to mitigate the problems being faced by this section of the society?

(a) to (e) A statement is laid on the Table of the House.

Statement as referred in reply to part (a) to (e) of Lok Sabha Starred Question No. 393 for answer on 08/01/2019 regarding “welfare and rehabilitation of Divyangs ” raised by Shri Raju Shetty.
(a) to (b): Department runs schemes/projects through its eight National Institutes, National Trust, National Handicapped Finance and Development Corporation (NHFDC) and Artificial Limbs Manufacturing Corporation of India (ALIMCO) as well as through State Governments / autonomous bodies/organizations/institutes and Non-Government Organizations (NGOs) for welfare and rehabilitation of Divyangjans including mentally retarded persons throughout the country. Details of the major schemes implemented by the Government for Divyangjans are as under:
(i) Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances (ADIP): Under this scheme, funds are released to various implementing agencies to assist the needy persons with disabilities in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances that can promote their physical, social and psychological rehabilitation by reducing the effects of disabilities and enhance their economic potential.
(ii) Scheme for Implementation of Right of Persons with Disabilities Act, 2016 (SIPDA): Under this scheme, assistance is provided for various activities relating to implementation of Right of Persons with Disabilities Act, 2016, particularly, for creation of barrier free environment for persons with disabilities.
(iii) Deendayal Disabled Rehabilitation Scheme (DDRS): Under this scheme, financial assistance is provided to NGOs for projects relating to rehabilitation of PwDs which is aimed at enabling them to reach and maintain their optimal physical, sensory, intellectual, psychological and social function levels.
(iv) Scholarship schemes for students with disabilities: Under this scheme, financial assistance is provided to students with disabilities for Pre-matric, Post-metric, Top Class Education, National Fellowship, National Overseas Scholarship.

State-wise funds released under ADIP, SIPDA, DDRS and Scholarship Schemes during last three and current year is at Annexure-I, Annexure-II, Annexure-III and Annexure-IV respectively.
(c) to (d): The Government has already adopted National Policy in the year 2006. The National Policy recognizes that the persons with disabilities are valuable human resource for the country and seeks to create an environment that provide them equal opportunities, protection of rights and full participation in society. The policy focuses on prevention of disabilities, rehabilitation, education, employment, social protection, sports and recreation etc for persons with disabilities. Further, the Government has constituted a Committee to review the existing National Policy and to suggest a comprehensive National Policy for persons with disabilities in synergy with United Nations Convention on Rights of Persons with Disabilities and Rights of Persons with Disabilities Act, 2016.
(e): To mitigate the problems faced by persons with disabilities, the Government implements various schemes and programmes to supplement the efforts of States/UTs towards empowerment of Persons with Disabilities. In addition, to ensure full utilization of funds, release of grants to implementing agencies during a year is made only on receipt of utilization certificates in respect of previous year’s grants. Other measures include monitoring by respective State Governments/UTs Administrations, evaluation studies from time to time through independent evaluation agencies, inter alia, to check proper utilization of funds inspections by the State Governments concerned, National Institutes and officers of the Ministry.
