Shortage of Godowns

CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state:-


(a) whether the Food Corporation of India (FCI) has increased its own storage capacity in the country during each of the last three years and the current year and if so, the details thereof, State/UT-wise;
(b) if not, the reasons therefor along with the number of godowns hired by FCI to meet its storage requirement across the country and the rent/expenses incurred thereon during the said period, State/UT-wise;
(c) the details of the funds required to increase FCI’s own storage capacity to the extent of its total storage requirement;
(d) the details of the storage capacity of FCI on rented premises out of its total storage capacity, as on date; and
(e) the steps taken/being taken by the Government to increase FCI’s own storage capacity to meet its storage requirement instead of hiring of godowns in the country?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (e) OF THE STARRED QUESTION NO. 391 DUE FOR ANSWER ON 8TH JANUARY, 2019 IN THE LOK SABHA
(a) to (e): Under the Central Sector Scheme for construction of godowns, Food Corporation of India (FCI), constructs storage godowns in the North Eastern States along with Himachal Pradesh, Jharkhand and Kerala. During the last three years and the current year up to 30.11.2018, a total capacity of 83,400 MT has been completed. The State-wise details are at Annexure-I.
On the basis of peak stock requirement during normal procurement season, the overall storage capacity required for Central Pool Food Grains in the country is about 650 Lakh Metric Tonnes (LMT). Against this, the total storage capacity available with Food Corporation of India (FCI), Central Warehousing Corporation (CWC) and the State Agencies (both owned and hired capacity including Covered and Plinth {CAP}), is 875.09 LMT as on 30.11.2018. Out of this FCI has a total capacity of 390.15 LMT comprising 154.44 LMT owned capacity and 235.71 LMT hired capacity. As such, there is sufficient capacity for storage of central pool foodgrains at the national level The State-wise details are at Annexure-II.
The High Level Committee (HLC) on reorienting the role and restructuring of FCI, in its report, in 2015, had recommended outsourcing storage and movement through Public Private Partnerships (PPPs) on competitive bidding basis which would provide the required investments and managerial competence for effectively managing the supply chain. Based on the recommendation of the HLC, Government encourages private investment in construction of storage godowns through PPP mode.
Accordingly, godowns are also constructed by FCI under Private Entrepreneurs Guarantee (PEG) Scheme, mainly in Public Private Partnership (PPP) mode for guaranteed hiring by FCI. During the last three years and the current year up to 30.11.2018, a total capacity of 15.59 Lakh Metric Tonnes (LMT) has been completed.
Government of India has also approved an action plan for construction of steel silos in the country for a capacity of 100 LMT in Public Private Partnership (PPP) mode for modernizing storage infrastructure and improving shelf life of stored foodgrains. As on 30.11.2018, a capacity of 6.25 LMT of silos has been created by FCI and the State Governments under the action plan.
Further, depending on requirement, FCI also hires the godowns through CWC, State Warehousing Corporations (SWCs) and from private godown owners. The State-wise details of the number of godowns hired by FCI and rent paid during the last three years and the current year are at Annexure-III.
