Restoration of Seniority of MTNL Officers

COMMUNICATIONS be pleased to state:-


(a) whether the National Commission for Scheduled Castes (NCSC) have written to the Department of Telecommunications (DoT) to restore the seniority of MTNL Officers belonging to Scheduled Caste (SC) on promotion;

(b) if so, the details thereof and the response of the Government thereto;

(c) whether Junior Telecom Officers (JTOs) belonging to SC category, promoted earlier to Telecom Engineering Services (TES) Group-B post have retained their consequential seniority in the revised seniority list above their juniors of general/ OBC category, promoted later;

(d) if so, the details thereof and the reasons therefor; and

(e) the steps being taken by the Government to ensure implementation of DoP&T instructions?

(SHRI MANOJ SINHA)

(a) & (b) The National Commission for Scheduled Castes (NCSC) has sent one case to Department of Telecom (DoT) in the last two years on seniority issues of Mahanagar Telephone Nigam Limited (MTNL) employees belonging to Scheduled Caste (SC) officers to restore the seniority on promotion. DoT has submitted Action Taken Report (ATR) twice to NCSC on the same.

(c) & (d) The personnel & establishment matters such as promotion, seniority, etc., of MTNL is under the purview of MTNL and DoT has no role to play in such matters. The seniority list of Telecom Engineering Service Group B officers absorbed in MTNL was provided to MTNL at the time of their absorption. MTNL has confirmed that while granting promotion to a Scheduled Caste category employee to the next higher grade, their consequential seniority is retained above their juniors of general/Other Backward Caste category, promoted later.

(e) Department of Personnel and Training (DoP&T) instructions are always adhered to by the Department of Telecom in letter and spirit. In case of any court judgement and its implementation which differs from DoP&T instructions, the advice of DoP&T is taken invariably.
