HOME AFFAIRS be pleased to state:-


(a) whether in various cases of investigation carried out by the Delhi Police, the rate of conviction for heinous crimes in 2014 was very low, if so, the details thereof and the reasons therefor;

(b) whether as per the observations made by Courts, the conviction rate is low due to poor investigation by Delhi Police, if so, the details thereof and the reaction of the Government thereto;

(c) whether the Government proposes to set up an independent committee to identify the reasons for the low conviction rate and if so, the details thereof; and

(d) the steps taken by the Government to ensure that proper investigations are carried out by Delhi Police in future?

(a) to (c): As reported by Delhi Police, the conviction rate of heinous cases during the year 2014 is as under :

The average conviction rate may not be considered as very low. A standing committee under Sr. Standing Counsel (Criminal) by Government of NCT of Delhi exists which analyzes and examines all orders of acquittal and records reasons for failure (if any) for prosecution cases for appropriate follow up action by Police Authorities.
(d): The measures taken by Delhi Police to improve the quality of investigation, inter-alia include, regular refresher courses for Investigation Officers (IOs), deputation of IOs to various Central Detective Training Schools in the country for attending courses on scientific and modern methods of investigation, monitoring of investigation of all the cases from time to time by supervisory officers, posting of Inspectors (Investigation) in all the police stations of Delhi to guide the investigating officers of the police station and monitor the progress of investigation of all the cases and investigation of sensational cases of crime by specialized units such as Crime Branch/Special Cell, etc. having highly professional and experienced investigating officers.
