Public Procurement Policy

MICRO,SMALL AND MEDIUM ENTERPRISES be pleased to state:-


(a) the details of the percentage of procurement made by different departments under the Union Government from MSMEs during each of the last three years and the current year;

(b) the percentage of such procurement made from MSMEs owned by SCs and STs; and

(c) the steps taken by the Government to adhere to guidelines under GFR 142 and GFR 144 in respect to SCs and STs?

(a)&(b): The details of procurement made by the CPSEs under different Ministries/ Departments, Government of India during each of the last three years are as under:-

As per the annual procurement data uploaded by the 64 CPSEs in “MSME- SAMBANDH” portal, total procurement from MSEs (including SC/ST) till 30th January, 2018 (at 11:45 AM) is Rs. 8074.77 Cr. (22.22%) and procurement from Enterprises owned by SC/ST entrepreneurs is Rs. 144.49 Cr. (.40%).

(c): The Government has notified Public Procurement Policy for Micro and Small Enterprises (MSEs) Order, 2012 under MSMED Act, 2006 in which 20% target of annual procurement from MSEs, a sub-target of 4% (i.e 20% out of 20%) has been earmarked for procurement from MSEs owned by SC/ST entrepreneurs and has become mandatory w.e.f 1st April, 2015. Further, a National SC/ST Hub for MSMEs has been launched on 18th ctober, 2016. In order to prepare details of SC/ST MSEs ‘MSMEDATABANK’ is already in operation to identify enterprises owned by SC/ST. A GeM portal is also in operation which is transparent and supersedes previous procedures of DGS&D. The guidelines under GFR 142 and GFR 144 in respect of SCs and STs are in compliance with the public procurement policy for MSEs Order, 2012.
