Restoration of Backlog Posts

CIVIL AVIATION be pleased to state:-


(a) whether Airports Authority of India (AAI) had downgraded backlog posts of Senior Superintendent (Electronics) to Senior Assistant (Electronics) in the past;

(b) if so, the details thereof and the reasons therefor;

(c) whether AAI was ordered to restore the above posts to the appointees but the same has not been done till date;

(d) if so, the details thereof and the reasons therefor; and

(e) the steps taken by the Government in this regard?

(a) & (b): The post of Senior Superintendent (Electronics) was advertised in December 2000, in the pay scale of Non-Executive level 8 (NE-8). However, appointments were made on 24.07.2001 to the post of Senior Assistant (Electronics) in the pay scale of NE-6 in-line with the wage settlement signed on 13.08.2001, wherein all fresh inductions were to be made in the pay scale of NE-6.;

(c) to (e): As per the advice of National Commission of Scheduled Castes (NCSC) in the matter, a review was undertaken in the case and considering the genuineness of the case pertaining to backlog vacancies and advice of NCSC, the Senior Assistant (Electronics) (NE-6) appointed in 2001 were promoted to Senior Superintendent (Electronics) (NE-9) on completion of three years regular service from the respective dates of joining subject to their meeting the prescribed norms, as against promotion from NE-6 to NE-8.;
It has also been intimated to NCSC that the above proposal was implemented, thus, settling the matter in totality.
