PETROLEUM AND NATURAL GAS be pleased to state:-


(a) whether the Government proposes to set up the world’s largest refinery-cum-petrochemicals complex at Babulwadi, Taluka Rajpur in Ratnagiri District of Maharashtra;
(b) if so, the details thereof along with capacity of the proposed refinery and the expected refining capacity likely to be created to meet the domestic demand in next few years;
(c) whether any agreement/joint venture has been signed by State-owned oil companies/firms in this regard and if so, the details thereof;
(d) the cost/financial allocation including mode of investment of the said refinery including the share of each company/firm involved in the project; and
(e) the target fixed for completion of the work of the said refinery and the present status thereof?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO.17 BY SHRI VINAYAK BHAURAO RAUT AND SHRI DHARMENDRA YADAV TO BE ANSWERED ON 17th JULY, 2017 REGARDING SETTING UP OF REFINERY-CUM-PETROCHEMICALS COMPLEX
(a) : Oil PSUs namely Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) have decided to set up an integrated refinery-cum-petrochemical complex with a refining capacity of 60 MMTPA (million metric tonnes per annum) at Babulwadi, Taluka Rajapur in Ratnagiri District in the state of Maharashtra.
(b): The proposed Refinery with refining capacity of 60 MMTPA will produce Gasoline and Diesel suitable for BS-VI. The refinery will be designed with flexibility in processing wide varieties of crude as well as flexibility in product mix. In addition, Oil PSUs have also planned to increase the refining capacity in the country by 35 MMTPA (approx.) in next few years to meet the domestic demand of petroleum products.
(C): A Joint Venture (JV) agreement has been signed among IOCL, BPCL & HPCL on 14.06.2017 to form a Joint Venture Company namely ‘West Coast Refinery and Petrochemical Ltd.’ to implement the project. As per the JV agreement, the Company shall execute and develop the Project and shall execute various agreements as may be necessary for smooth conduct of the business.
(d): Order of magnitude of cost estimated for the project is Rs.2.70 Lakh crore and the share of IOCL, BPCL & HPCL is in ratio of 50:25:25 respectively.
(e): This is a mega size project and completion time for the project is around 60 months from the date of approval and receipt of all statutory clearances.
