RAILWAYS be pleased to state:-


(a) the steps taken by the Government to provide autonomy to the Integral Coach Factory (ICF), Chennai and also additional funds to ICF for the development of state-of-the-art technology coaches; and

(b) the total manufacturing capacity of ICF and the steps taken by the Government to improve exports of rail coaches from India?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) AND (b) OF STARRED QUESTION NO. 555 BY SHRIMATI V. SATHYA BAMA TO BE ANSWERED IN LOK SABHA ON 12.04.2017 REGARDING INTEGRAL COACH FACTORY

(a) At present, there is no proposal to give autonomy to Integral Coach Factory, Chennai (ICF). However, General Managers have been delegated full powers for accepting all works and stores tenders. Development of technology is a continuous process e.g. new design of Linke Hofmann Busch (LHB) coaches having higher speed potential, better riding comfort and improved safety features has been introduced in Indian Railways. An outlay of ` 199.8 crore has been provided in the year 2017-18 for the work of modernization for complete switch over to LHB coach manufacturing at Integral Coach Factory (ICF), Chennai. Also, two Semi High Speed Multiple Unit Train sets with quicker acceleration and contemporary passenger amenities like on board infotainment and Passenger Information System, Automatic Doors with retractable coach footsteps and Zero Discharge Vacuum based Bio-toilets etc. have been included in Production Program for 2017-18 for Integral Coach Factory (ICF), Chennai.
(b) The present manufacturing capacity of ICF is 1700 coaches per annum. To encourage the export of Rolling Stock including rail coaches, powers have been delegated to General Managers of Production Units of Indian Railways to price their product for making them competitive in the International market. In addition to this, the Government of India extends lines of credit on attractive terms to different countries as a part of diplomatic outreach, including the procurement of rail coaches from India. Indian Railways, through its marketing arm Rail India Technical and Economic Service (RITES), also participates in procurement tenders for rail coaches as floated in the global market from time to time.
