Implementation of DoPT Orders

HOME AFFAIRS be pleased to state:-


(a) whether the New Delhi Municipal Council and all the Municipal Corporations of Delhi have implemented DOPT OM/Order Nos. 42012/1/81- Estt. (SCT) dated 26.3.1981, No. 36014/1/2-1-Estt. (Res.) dated 25.8.2003 and No. 36038/1(i)/2013-Estt. (Res) dated 21.6.2013 regarding filling up of backlog vacancies reserved for SCs/STs/OBCs through Special Recruitment Drive which concluded on 31st March 2012;

(b) if so, the details thereof and if not, the reasons therefor; and

(c) the details of action taken on VIP references received on similar issues during September, 2015?

(a) and (b): The New Delhi Municipal Council NDMC), has informed that no special recruitment drive was undertaken in NDMC. The information in respect of the erstwhile unified municipal corporation of Delhi is being collected and will be laid on the table of the house.

(c): A VIP reference No UR/MP/2015/2406 dated 04-09-2015 (enclosing representations from All India Association of SC/ST and Physically Handicapped) was received in the Ministry in which Dr Udit Raj, Hon’ble MP, raised issues of non compliance of the said three OMs (mentioned in part (a) of question) as well as discontinuation of practice of interviews in lower posts.

South Delhi Municipal Corporation vide their letter 25-01-2016 addressed to the office bearers of said association, have informed that DOPT orders are being observed in letter and spirit. The New Delhi Municipal Council vide their letter dated 02-02-2016 addressed to the PS to the Hon’ble MP, informed that an internal circular has been issued, directing that in future as and when any reserved vacancies notified for SC/ST are forwarded to Delhi Subordinate Services Selection Board / Union Public Service Commission for filling up vacant posts, the copy of the same will also be forwarded to voluntary Association of SC/ST recognized for this purpose for wide publicity to reserved vacancies. As regards the discontinuation of interview in lower posts, specific replies are awaited from the three Corporations and the NDMC.
