TRIBAL AFFAIRS be pleased to state:-


(a) the criteria and conditions laid down by the Government to open/establish Vocational Training Centres in tribal areas in the country.

(b) whether the Government has any proposal to open Vocational Training Centres in tribal areas in the country;

(c) if so, the details and the status thereof, State/UT-wise including Kerala and the number of beneficiaries of the scheme; and

(d) the funds allocated and released under the scheme of Vocational Training Centres to various States during the last three years?

(a) Guidelines of the scheme for Vocational Training Centres (VTC) under this Ministry are at Annexure 1.
(b) & (c) The Scheme of Vocational Training Centre in Tribal Areas is demand driven. Ministry of Tribal Affairs provides recurring grants for running Vocational Training Centres based upon proposals received in the Ministry as per scheme guidelines. Apart from that, for skill development, this Ministry also provides funds to State Governments under Article 275(1) Grants, and under Special Central Assistance to Tribal Sub Plan (SCA to TSP).

Besides the above initiatives for skilling, Ministry of Skill Development and Entrepreneurship (MSDE) is setting up one Multi-skilling Institute in all Districts including 163 tribal concentrated districts under the scheme of Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

(d) State-wise funds provided to State Governments and to NGOs under VTC scheme of the Ministry during last three year is given in Annexure 2.

Funds provided to State Governments for Skill Development / Vocational Training under SCA to TSP and Art. 275(1) Grants during last three years is at Annexure 3.

Salient features of the scheme for Vocational Training Centres (VTC)
• Scheme covers all States and Union Territories. Free vocational training facilities are extended to tribal youth. 100% grants under scheme are provided to States, Union Territories and other Associations implementing Scheme.

• The Scheme is being implemented through the State Governments/UT Administrations, Institutions or Organizations set up by Government as autonomous bodies, educational and other institutions like local bodies and cooperative societies and Non-Governmental Organizations etc.

• The scheme is exclusively for benefit of the Scheduled Tribes as well as PTGs and can be taken up anywhere in the country but priority will be given to remote tribal areas, inhabited by particularly vulnerable tribes and areas affected by extremist activities.

• The capacity of each vocational training center is 100 or more trainees i.e. for one trade there should be at least 20 candidates. As far as possible, minimum 33% seats will be reserved for tribal girl candidates.

• Each center may cater to five vocational courses in traditional or other skills depending upon the employment potential of the area.

• Each tribal boy/girl is trained in one trade of his/her choice, the course being of maximum six months’ duration.

• Each trainee is attached at the end of six months to a Master Craftsman in a semi-urban area for a period of six months to learn his skill by practical experience.

• Each Vocational Training Centre set up under the Scheme running five trades will provide training to 100 or more trainee i.e. for one trade there should be at least 20 candidates.
