Discrimination in Promotion

PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-


(a) whether it is true that Group-A Officers of central services have appealed for removal of discrimination in promotion and empanelment;

(b) if so, whether these Officers had appeared before the 7th Central Pay Commission (CPC) to request for removal of discrimination in promotions/ empanelment;

(c) if so, whether 7th CPC made a majority recommendation that such discrimination be removed and all officers with 17 years service be considered for deputation to Joint Secretary posts and if so, the details thereof;

(d) whether the Government has accepted the recommendation; and

(e) if so, the time-frame for its implementation and if not, the reasons therefor?


ANSWER
Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (DR. JITENDRA SINGH)
(a) & (b): The representations of different Services including Group-A have been received from time to time by the Government as well as by the 7th Central Pay Commission (CPC) regarding different service matters including promotion and empanelment.
(c) to (e): The recommendations of the Central Pay Commission are examined by the Government and decision is taken based on likely financial repercussion and overall impact on Governance. The Government has accepted and implemented major recommendations of 7th CPC relating to pay enhancement for all Central Government employees. As per Government Resolution dated 25th July, 2016, on issues where the Commission could not arrive at a consensus and decision has not been taken by the Government, status quo has been maintained. No specific time frame for decision on issues including promotion/empanelment where the 7th CPC could not arrive at a consensus, can be indicated.
