Task Force on Cadre Structure

PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-


(a) whether the Government has constituted a task force for comprehensive study of cadre structure of Group-A officers of Central Services to check stagnation and other issues;

(b) if so, the composition and the terms of reference of the said task force;

(c) whether the task force has given its recommendations; and

(d) if so, the details thereof and the follow-up action taken by the Government thereon?

Statement referred to in parts (a), (b), (c) and (d) of the answer to the Lok Sabha Starred Question No. *215 to be replied on November 30, 2016 regarding Task Force on Cadre Structure.
(a): Yes, Madam. A Task force has been constituted on 16/8/2016 for comprehensive study of cadre structure of all the organised Group ‘A’ Central Services and to suggest measures on stagnation and other issues.
(b): The composition and the terms of Reference of the Task force are as under:
Composition:

ii) Shri Jishnu Barua, Joint Secretary (Services & Vigilance –II), DoPT- Member
iii) Shri Gynandra Dev Tripathi, Joint Secretary (Establishment), DoPT- Member
iv) Representative of Deptt. of Expenditure - Member
(Ms. Annie George Mathew, Joint Secretary (Pers),
v) Representative of Deptt. of Revenue - Member
vi) Representative of Department of Defence - Member
vii) Representative of Department of Posts - Member

Terms of Reference:
-To comprehensively study the cadre structures of all organised Group ‘A’ Services in Govt. of India.
- To recommend an ideal structure especially at Apex, HAG plus, HAG and SAG level.
-To suggest the percentage of various Reserves in Organised Group ‘A’ services.
-To suggest the ideal recruitment in Organised Group ‘A’ services.
-To suggest the way forward to mitigate the stagnation level.

(c): No Madam. The Task Force is yet to give its recommendations.
(d): The question of follow up of action would arise only after submission of the report.
