Funds for Shyama Prasad Mukherji Rurban Mission

FINANCE be pleased to state:-


(a) whether any representation has been received from the Ministry of Rural Development by the Department of Expenditure regarding release of funds for the Shyama Prasad Mukherji Rurban Mission;

(b) if so, the details thereof along with the action taken thereon;

(c) whether the Department of Economic Affairs has stated that 31st March, 2022 is the sunset day for Shyama Prasad Mukherji Rurban Mission;

(d) if so, the reasons therefor; and

(e) the reasons for the Department of Expenditure for not releasing the funds for the Shyama Prasad Mukherji Rurban Mission?

(a) to (e): A statement is laid on the Table of the House.



Statement referred to in reply to Lok Sabha Starred Question No. 319 for answer on August 8, 2022 raised by Shri A.K.P. Chinraj regarding “Funds for Shyama Prasad Mukherji Rurban Mission” (SPMRM)

a)&b) Yes Sir. Department of Expenditure (DoE) had received communications from Ministry of Rural Development (MoRD) regarding release of funds under Shyama Prasad Mukherji Rurban Mission (SPMRM). As per figures submitted by MoRD, DoE in March 2022 had allowed MoRD to release amount of Rs. 288.89 crore till the end of FY 2021-22 towards the total committed liabilities incurred on projects actually started on ground under SPMRM. Thereafter, MoRD in June, 2022 again submitted revised liabilities figures under SPMRM and requested for its sanction and release. DoE in July 2022 has granted one-time final sanction for release of Rs. 807.397 crore under SPMRM till 31st December 2022, towards the total committed liabilities incurred as on 31st March 2022.

c)&d) Yes Sir, in the absence of specific approval of competent authority for extension of the scheme beyond 31.03.2022.

e) Department of Expenditure has granted one-time final sanction for release of Rs. 807.397 crore under SPMRM till 31st December 2022, towards the total committed liabilities incurred as on 31st March 2022.
