Will the Minister of



TEXTILES be pleased to state:-




(a) whether the Government has noticed that a large number of bogus and ineligible persons are availing benefits of the Rajiv Gandhi Shilpi Swasthya Bima Yojana and if so, the details thereof;

(b) whether the Government has ascertained the actual loss to the national exchequer as a result of alleged activities of ICICI Lombard General Insurance Company and if so, the details thereof;

(c) whether any enquiry was conducted into the matter;

(d) if so, the details and the outcome thereof;

(e) if not, whether the Government proposes to hold an enquiry into the matter to ascertain exact number of ineligible/bogus beneficiaries, if so, the details thereof; and

(f) the action taken/likely to be taken by the Government in this regard on Insurance Regulatory and Development Authority (IRDA)?


ANSWER


MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF TEXTILES (SHRI SANTOSH KUMAR GANGWAR)

(a) to (f): A report was received that ICICI Lombard General Insurance Company has enrolled 11445 ineligible persons in the State of Rajasthan. The Government directed the Insurance Company to refund the premium along with penal interest amounting to Rs. 1,18,20,606/- . The amount has been refunded by the Insurance Company. Thereafter, CBI has investigated the matterand given its report with the following main findings, inter alia:

# The Insurance Company enrolled 11445 ineligible Khadi workers in the State of Rajasthan.

# The Insurance Company did not meet the requirement of 80% renewals as per the contract and manipulated figures to achieve the same.

# There is a discrepancy between enrolment figures claimed by the Insurance company and those supplied by the department.

The report is under consideration of Government for taking suitable action.

IRDA has also conducted an onsite focussed inspection of the insurance company and the report is under their examination.
