COMMUNICATIONS be pleased to state:-


(a) the number of head post offices in the country, State-wise along with the criteria adopted for upgradation of post office as head post office;

(b) whether the Government has received proposals for opening of new head post offices, post offices and sub-post offices from various States including Uttar Pradesh and Delhi;

(c) if so, the details of the proposals received, State-wise and location-wise; and

(d) the action taken by the Government on these proposals, State-wise and the time by which the new head post offices and sub-post offices are likely to be opened?

STATEMENT TO BE LAID ON THE TABLE OF THE LOK SABHA IN RESPECT OF PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 141 FOR 27th JULY, 2016 REGARDING “NEW POST OFFICES”.

(a) The list of number of head post offices in the country State-wise is placed at Annexure-I, and the criteria for upgradation of post offices as Head Post Office is placed at Annexure-II.

(b) & (c) Yes Madam. The details of proposals, location wise, state wise received for opening of new Head Post Offices and Sub-Post Offices, including Uttar Pradesh and Delhi is placed at Annexure-III.

(d) The received proposals for opening of Post Offices are under examination/consideration of the Department of Posts subject to fulfillment of norms for opening of various categories of Post Offices and also availability of funds. The timeframe for opening of the proposed Post Offices depends on fulfillment of prescribed norms and availability of funds.

Annexure-II

STANDARDS FOR CONVERSION OF LSG SUB-POST OFFICE INTO HEAD POST OFFICE AND BIFURCATION OF HEAD POST OFFICE

1. Each district should have a Head Post Office provided a minimum of 20 Sub-Post Offices can be attached to it. In the case of backward areas or places where there will be a definite improvement in financing Sub-Post Offices/Branch Post Offices, a lower standard may be adopted
2. If there is no Head Post Office in a district, opening of Head Post Office can be considered, if at least 20 Sub Post Offices in the same district can be attached for better financing and mail delivery advantage to the proposed Head Post Office irrespective of the fact whether parent Head Post Office has 60 Sub Post Offices or not. It has, however, to be ensured that such upgradation does not bring the number of Sub Post Offices in account with residuary Head Post Office below 20.
3. An existing Head Post Office should be bifurcated, if the number of sub-office attached to it exceeds 60. It should however, be ensured that as a result of the change neither the new nor old Head Post Office has less than 20 sub-offices attached to it.
