Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a): whether the Government has notified the land pooling policy for Delhi and if so, the details thereof and if not, the reasons therefor;

(b): the time by which the notification is likely to be issued and the schedule of developing land pools in each zone;

(c): whether people are being duped with illegal advertising of housing projects by builders and such builders have allegedly made crores of rupees and if so, the details thereof along with the stringent steps taken/being taken in this regard; and

(d): whether a lot of land and money is locked up because of delay in the policy and if so, the details thereof along with the steps taken/being taken to expedite notification of land pooling policy?

THE MINISTER OF URBAN DEVELOPMENT

(a): Yes Madam. The details of the land pooling policy for Delhi are given in the Gazette of India notification S.O. No. 2687(E) dated 05.09.2013, which can be downloaded from http://www.egazette.nic.in/WriteReadData/2013/E_2076_2013_004.pdf.

(b): Delhi Development Authority (DDA) has informed that land pooling policy will be applicable only after declaration of the villages concerned as (i) development area under Section 12 of Delhi Development Act, 1957 by Lieutenant Governor, Delhi after seeking the views of Municipal Corporations of Delhi (MCDs), and (ii) urban areas under Section 507 of Delhi Municipal Corporation Act, 1957 by the concerned MCDs after the approval of Government of National Capital Territory of Delhi. Accordingly, DDA has already taken up the matter with concerned authorities.

(c) & (d): Taking note of certain newspaper items mentioning that some developers/ cooperative societies are registering/ taking booking for flats/ plots in areas under land pooling in Delhi, DDA is continuously issuing warnings to general public through newspapers against investing in such offers/ schemes for housing under the said policy.
