SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:-


(a) the share of the Government for construction of hostel buildings for the students of Scheduled Castes;

(b) the norms fixed for post-matric scholarship and arrangement of food, dwelling and maintenance in the hostels for the SC students and the extent to which the number of hostels is likely to be increased; and

(c) whether the Government proposes to increase the grant for the said purpose, if so, the details thereof and the time by which it is likely to be revised?

(a) Construction of hostels for Scheduled Castes students is undertaken under the Scheme, ‘Babu Jagjivan Ram Chhatrawas Yojna (BJRCY)’.Under the Scheme, central assistance to Sate Governments/UT Administrations, Central & State Universities/Institutions is provided, both for fresh construction of hostel buildings and for expansion of the existing hostel facilities. The NGOSs and Deemed Universities in private sector are eligible for central assistance only for expansion of the existing hostels facilities. The share of the Government of India is as under:

For SC Girls Hostel:
(i) State Governments/UT Administrations, Central & State Universities’/Institutions 100%
(ii) NGOs and Deemed Universities in private sector 90%

For SC Boys Hostel:
(i) State Governments on matching share basis 50%
(ii) UT Administrations 100%
(iii)Central Universities/Institutions 90%
(iv) State Universities/Institutions 45%
(v)NGOs and Deemed Universities in the private sector 45%
In case the State Government/UT Administration concerned do not contribute their share of 45% to the State Universities/Institutions and NGOs/Deemed Universities in private sector, the share of former is also borne by the concerned implementing agencies.

(b): Under the Scheme, ‘Post Matric Scholarships for SC Students’, parental income limit for SC students to be eligible to avail the scholarship is Rs. 2.50 lakhs per annum. Maintenance allowance is provided to hostellers according to the groups classified on the basis of course of study, as detailed under:

Group Maintenance Allowance, per month for hostellers (amount in Rupees)
Group-I
(Degree and Post Graduate level courses in Medicine, Engineering, Management, Computer Science, Commercial Pilot License Training course, CA/ICWA/CS/ICFA, M.Phil, P.hd, LLM, etc.) 1200
Group-II
(Professional Courses leading to Degree, Diploma in Pharmacy, Nursing, LLB, Hotel Management, etc.) 820
Group-III
(All other course leading to graduate degree) 570
Group-IV
(All post-matriculation level non-degree courses and vocational streams, etc.) 380

(c): No such proposal is under consideration.
