RURAL DEVELOPMENT be pleased to state:-


(a) whether the Government has rolled out the second phase of the SaansadAdarsh Gram Yojana (SAGY), if so, the details thereof;

(b) the names of Members of Parliament (MPs) who have adopted villages under Phase-II of the SAGY, State/UT-wise;

(c) whether many MPs have expressed reservations for adopting a village under Phase-II of the SAGY, if so, the details thereof and the reasons therefor;

(d) whether the benefits of the scheme is reaching to the intended beneficiaries, if so, the details thereof, State/UT-wise; and

(e) whether the Government proposes to amend/change the implementation and funding process of the SAGY, if so, the details thereof and the reasons therefor?

(a): Yes Madam. The aim of the SaansadAdarsh Gram Yojana is to develop three Adarsh Grams by March 2019, of which one would be achieved by 2016. Thereafter, five such AdarshGrams(one per year) will be selected and developed by 2024. While the activities for development of the first set of Adarsh Grams are going on, the timelines of the Scheme require identification of next set of Gram Panchayats to be taken up by Hon’ble Members of Parliament.

(b): the names of Members of Parliament (MPs) who have adopted village/s under Phase-II of the SAGY, State/UT-wise is at Annexure I.

(c): Yes Madam. Two Hon’ble Members of Parliament, namely, Shri K.V. Thomos and Shri Dushyant Chautala have expressed reservations for adopting a village under Phase-II of the SAGY. The reasons cited by them are absence of funding under the Scheme and slow execution of development projects by the State Government.

(d): While the activities for development of the first set of Adarsh Grams are going on, the Ministry of Rural Development have documented one hundred and one good initiatives in the AdarshGrams on the initiatives taken up by Hon’ble Members of Parliament(MPs) and brought out in the form of “SANKALAN”. The purpose is to share the best practices in the SAGY gram panchayats and widely disseminate the stories that will inspire other MPs and Adarsh Grams to initiate similar activities. State-wise details of some of the other success stories reported from SAGY Gram Panchayats are at Annexure II.
