Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether during the mid 70’s agricultural land had been allotted to the landless farmers from the weaker sections of the society to undertake subsistence farming but the physical possession remains with the family of the original allottee as there is no absolute right vested with such farmers;

(b) whether these farmers are able to participate in Land Pooling Policy in the absence of an absolute ownership and if so, the details thereof;

(c) if not, whether the ownership right is likely to be transferred to them and if so, the details thereof;

(d) whether the Government proposes to repossess the land classified as “Sarkar Daulat Madaar” and if so, the manner in which the provisions of the law of compensation, rehabilitation and resettlement is likely to be implemented; and

(e) whether many such allottees are also reported to have sold their land by way of General Power of Attorney (GPA) and if so, the outlook of this land?






ANSWER

(a): Yes, Madam.
(b): Chapter 19 on ‘Land Policy’ of Master Plan for Delhi-2021 stipulates that only a land owner, or a group of land owners or a developer shall be permitted to pool land. As such, the policy is applicable to land owners only.

(c) & (d): No decision has been taken in this regard.

(e): Revenue Department, Government of National Capital Territory of Delhi has reported no such instance.
