ANSWER

MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT (SHRI SUDARSHAN BHAGAT)

(a) and (b): The bill to amend the Constitution to provide impediment free reservation in promotion to Scheduled Castes and Scheduled Tribes was passed by the Rajya Sabha on 17/12/2012. However, the said bill could not be considered and passed in the Lok Sabha and the bill lapsed on the dissolution of the 15th Lok Sabha. The matter is under examination of the Government.
