Amendment in GFR 142 and 144

SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:-


(a) whether the Ministry of Finance could not amend GFR 142 and 144 to give reservation to SC/ST for Government contracts/suppliers/tenders due to non-receipt of proposal from the Ministry of Social Justice and Empowerment;

(b) if so, the reasons for not sending such proposal;

(c) the percentage of reservation proposed to be included by the Ministry in the proposal to amend GFR 142 and 144;

(d) whether some States are providing reservation to SC/ST for Government contracts/suppliers/tenders and if so, the details thereof; and

(e) the action taken by the Ministry on VIP references received in January, 2015 regarding this issue?

(SHRI VIJAY SAMPLA)

(a) to (c) : The Ministry does not have any proposal to request the Ministry of Finance for amending GFR 142 & 144. However, the new Public Procurement Policy of the Ministry of Small Micro & Medium Enterprises (MSME) notified on 23.3.2012, provides for the sub target of 20% for procurement from SC/ST entrepreneurs of the total 20% procurement from MSEs in phases. Form 1st April, 2015, overall procurement goal of minimum 20% from MSMEs owned by SC/ST entrepreneurs has been made mandatory.

(d) : The Government of Madhya Pradesh has been implementing, since 2002, a policy of minimum of 30% of Government purchases from entrepreneurs belonging to SCs and STs.

(e) : The VIP reference was received in January, 2015 and the Member concerned has been informed in April, 2015.
