Status of Smart Cities in Uttar Pradesh

HOUSING AND URBAN AFFAIRS be pleased to state:-


(a) the funds allocated and sanctioned for the development of the smart cities selected in Uttar Pradesh, head/work-wise;

(b) the funds utilised, out of these, so far for the said purpose, particularly for sewerage works;

(c) the percentage of sewerage works which have been completed and the time by which the remaining works are likely to be completed;

(d) the details of the schemes proposed for the development of smart cities in Uttar Pradesh; and

(e) whether the Government proposes to formulate any new scheme in this regard and if so, the details thereof?

STATEMENT
STATEMENT REFERRED TO IN REPLY OF PARTS (a) to (e) OF THE LOK SABHA STARRED QUESTION NO. *436 (16TH POSITION) FOR ANSWER ON 25.3.2021 REGARDING STATUS OF SMART CITIES IN UTTAR PRADESH.

(a) to (e) Government of India launched Smart Cities Mission (SCM) on 25 June 2015 for development of 100 cities as Smart Cities.10 cities of Uttar Pradesh (UP) viz. Agra, Aligarh, Bareilly, Jhansi, Kanpur, Lucknow, Moradabad, Prayagraj, Saharanpur & Varanasi were selected for development as Smart Cities.
As per SCM Statement and Guidelines, Central Government is to give financial support to the Mission to the extent of ? 48,000 crore over five years, i.e. at an average of ? 500 crore per city. An equal amount, on a matching basis, is to be contributed by the State/Urban Local Body(ULB). Apart from these funds, around ? 42,028 crore (21%) has been proposed from convergence with other Missions, ? 41,022 crore (21%) from Public-Private Partnership (PPP), around ? 9,843 crore (4.8%) from loans, ? 2,644 crore (1.3%) from own resources and remaining from other sources. As on 5 March 2021, Government of India has released ? 1,710 crore for Smart Cities of UP, out of which, these Smart Cities have already utilized ? 1,554 crore (91%).

The implementation of SCM at the Smart City level is done by a Special Purpose Vehicle (SPV) which is a Board-run entity registered under the Companies Act, 2013 and is 50:50 owned by the concerned State Government/ULB. These SPVs plan, approve, implement, operate, monitor and evaluate their smart City projects. The projects of Smart Cities of UP, inter alia, relate to development of Integrated Command & Control Centres (ICCCs), Smart Roads, Smart Water, Smart Solar, vibrant public spaces etc.

As on 5 March 2021, Smart Cities in UP have tendered 549 projects worth ?18,403.2 crore, out of which 449 projects worth ?14,802.7 crore (80%) are under implementation/completed. Smart Cities of Varanasi, Saharanpur, Agra, Aligarh, Jhansi and Lucknow are implementing sewerage projects funded by SCM. The Smart City-wise details of these projects are given in Annexure-I.

The pace of implementation of Smart Cities projects in the State of UP is satisfactory. Ministry of Housing & Urban Affairs is working with the State Government of UP and its Smart Cities to ensure timely completion of their projects. There is no proposal to formulate any new scheme for development of Smart Cities in the State of UP.
