HUMAN RESOURCE DEVELOPMENT be pleased to state:-


(a) whether several Universities including Central Universities are functioning without Vice-Chancellors (VCs) in the country;
(b) if so, the details thereof university wise and the reasons therefor;
(c) whether education of the students is being affected adversely due to the vacant posts of VCs and teachers in such universities and if so, the details thereof; and
(d) the steps taken by the Government to fill up all these posts?

(a) to (b) : At present, posts of Vice Chancellor are vacant in the following Central Universities:-

The process to fill up the vacancies of Vice Chancellors is time consuming as it involves constitution of Selection Committees, calling of applications, scrutiny of applications and submission of panel by Selection Committees for consideration of the Visitor. The process of filling up the vacant posts of Vice Chancellors has almost been completed except University of Allahabad where the constitution of Selection Committee has been challenged in the High Court of Allahabad. Respective Selection Committees have submitted Panels in respect of 10 Central Universities. Out of these, Panels for 5 Central Universities have been sent to the Visitor for his approval.
(c) and (d) : The senior most Professors/Pro-Vice Chancellors/ Vice Chancellors of other Central University are holding the posts of Vice Chancellors (In-Charge) in such Central Universities. In order to address faculty shortages, Central Universities are adopting different methods/process which inter-alia, include hiring ad-hoc faculty, Guest Faculty, Contract Faculty and Re-employed faculty etc. Government and University Grants Commission have written to all Central Universities to launch recruitment drives to fill up the vacant posts of teachers.
