Compensation for Victims of Naxal Violence

HOME AFFAIRS be pleased to state:-


(a) the details of extant compensation policy for victims of naxal violence in the country;

(b) whether the Government is planning to bring a special scheme for enhanced compensation and job to the family member of civilians who are killed by the naxals;

(c) if so, the details thereof and the time by which it is likely to be implemented; and

(d) the other steps taken/being taken by the Government for the welfare of families affected by naxal violence?


ANSWER
MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS
(SHRI HARIBHAI PARATHIBHAI CHAUDHARY)

(a) to (d): The State Governments have their own compensation policy for the families of civilians and the State Police personnel killed in Left Wing Extremism (LWE) violence. However, under the Security Related Expenditure (SRE) Scheme, the Central Government reimburses to the State Governments the ex-gratia payment of up to Rs. 1 lakh to the family of civilian killed and Rs. 3 lakh to the family of security personnel killed in LWE violence. An ex-gratia compensation of Rs. 15 lakh is, inter-alia, paid to the next of kin (NoK) of the Central Armed Police Force (CAPF) personnel killed in action.
Besides, the Government of India is administering a Scheme titled “Central Scheme for Assistance to Civilian Victims of Terrorist/ Communal/ Naxal Violence” under which a financial assistance of Rs. 3 lakh is given for each death or permanent incapacitation (disability of 50% or above) to the family of civilian victims subject to the condition that no employment has been provided to any of the family members of the victim
