ANSWER

THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR POWER, COAL AND NEW & RENEWABLE ENERGY ( SHRI PIYUSH GOYAL )

(a) : The Bachat Lamp Yojana (BLY) is a scheme developed by Bureau of Energy Efficiency (BEE), Ministry of Power to promote energy efficient lighting in the household sector in India. Under the scheme, large scale replacement of Incandescent Bulbs (ICLs) in households by Compact Fluorescent Lamps (CFLs) was taken up on payment of Rs. 15/- per CFL by the consumer. This was intended to overcome the high cost barrier of the household sector that prevented penetration of CFLs in that sector.

(b) : 291 lakhs CFLs have been distributed under the scheme in the country. State wise CFL distribution is given below.

Name of the State No. of CFLs distributed in Lakhs
Andhra Pradesh 31
Delhi 8
Karnataka 37
Kerala 126
Punjab 16
Haryana 5
Chhattisgarh 4
Himachal Pradesh 59
Maharashtra 5
Total 291

Each identified household in the State was allocated a maximum of four CFLs in replacement of as many ICLs.

(c) : The payment of Rs.15/- for each CFL was collected in cash by the appointed agency from the consumer during the distribution of CFLs.
