ALLOCATION OF FUNDS UNDER SCSP TSP

PLANNING be pleased to state:-




(a)whether as per the guidelines on Scheduled Castes Sub Plan (SCSP) and Tribal Sub Plan (TSP), wage component especially under the rural employment schemes like MGNREGA should not be included under SCSP/TSP, and if so, the details thereof;

(b) whether funds have been allocated to MGNREGA from the SCSP and TSP budget during the last two financial years in contravention of the aforesaid guidelines;

(c) if so, the details thereof and the reasons therefor; and

(d)the corrective measures being taken by the government in this regard?


ANSWER

(a) to (d): The Scheduled Castes Sub Plan (SCSP) and Tribal Sub Plan (TSP) guidelines envisages earmarking of plan funds to schemes which directly benefit the individuals, households and habitats of SCs and STs respectively. As per the guidelines of the erstwhile Planning Commission issued in the year 2010, differential earmarking has been fixed to the Central Ministries / Departments, according to which Ministry of Rural Development has the obligation to earmark 25% and 17.50% of plan funds for SCSP and TSP, respectively. MGNREGA is a demand driven scheme and requirement of funds and employment generation under MGNREGA depend on demand for work, and as such no specific earmarking of funds is made in MGNREGA under SCSP and TSP. Further to increase SC/ST participation under MGNREGA, some major initiatives taken are:

# Special focus on SC/ST area for capturing demand for work.
# Focused review of provision of works to SCs/STs.
# Taking up individual asset programme for SCs/STs and other vulnerable groups so that sustainable assets are created.
# Provision of irrigation facility, horticulture plantation and land development facilities to land owned by households belonging to the Scheduled Castes and Scheduled Tribes.
