INCLUSION OF CASTES

Will the Minister of



SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:-




(a) whether the Government propose to include more castes under the lists of Scheduled Castes, if so, the details thereof and the details of requests received from various States/UTs during the last one year for inclusion of certain castes;

(b) the response of the Government thereto;

(c) whether certain castes declared as Scheduled Castes in the State of Tamil Nadu viz. Pallan, Adhi Dravidar, Arundathiyar, etc. are yet to be declared as Scheduled Caste in Delhi even after a lapse of six decades; and

(d) if so, the steps taken by the Government to declare them as Scheduled Castes in Delhi at the earliest?

(a) to (d) A Statement is laid on the Table of the House.

Statement in answer to part (a) to (d) of the Lok Sabha Starred Question No. 283 for answer on 17.03.2015 by Dr. Udit Raj, Member of Parliament, regarding inclusion of castes.

(a) & (b): Inclusion of castes and communities in the list of Scheduled Castes is a continuous process. Proposals received from State Govern- ments/Union Territory Administrations are processed as per approved Modalities, in consultation with the Registrar General of India (RGI) and National Commission for Scheduled Castes (NCSC). Since 2014, 16 proposals have been received from the concerned State Governments, out of which, 8 proposals have been returned to the concerned States, for (i) for further justification of proposals in the light of observations of the RGI and (ii) for furnishing ethnographic information. Of the remaining 8 proposals, 5 have been referred to the RGI and 3 to NCSC for their comments as per approved Modalities.

(c) & (d): Pallan, Adi Dravida (not Adhi Dravidar) and Arunthathiyar (Not Arundhathiyar) communities are included in the list of Scheduled Castes of State of Tamil Nadu. No proposal has been received from Government of National Capital Territory of Delhi to include Pallan, Adhi Dravidar and Arundathiyar communities in the list of Scheduled Castes of Delhi.
