RAILWAYS be pleased to state:-




(a) the number of manned/unmanned railway crossings in the country including Rajasthan and Kerala;

(b) whether the Railways propose to close all unmanned level crossings in the country and if so, the details thereof, State-wise;

(c) whether the Railways have any proposal to construct overbridges/underpasses at the unmanned crossings in the country including Alappuzha district of Kerala and if so, the amount allocated for the purpose during the last three years and the current year;

(d) the number of accidents/casualties due to unmanned level crossings in the country along with compensation to the victims during the last three years and current year; and

(e) the steps taken by the Railways to ensure the safety of train commuters and also the safety of the common people at the unmanned railway crossings in the country?

(a) At present, there are 18785 manned and 11563 unmanned level crossings (UMLC) in the country including the States of Rajasthan and Kerala.

(b) It is the endeavor of Railways to eliminate all unmanned level crossings by Manning/Closure/ Merger and Provision of Subways/Road Under Bridges (RUBs). In the last three year and upto January of current year, 4454 unmanned level crossings have been eliminated from Indian Railway network. Statewise break up of elimination of unmanned level crossings for last three years and current year is at Appendix.

(c) 3259 numbers of unmanned level crossings have been planned to be eliminated by construction of Road over Bridges (ROBs) and Road Under Bridges (RUBs). No unmanned level crossing in Alappuzzha Distt exists on Indian Railways. These works of ROB and RUBs are undertaken under plan head 30 and allocation under the same for last three years and current year is as follows:

The compensation paid in a year need not necessarily relate to the accidents/casualties in that year alone. This amount depends upon the number of cases which are finalized in a particular year irrespective of the year(s) in which the accident they pertain to, have occurred. Furthermore, Railways have no statutory obligation under the Railways Act,1989 or Railway Claims Tribunal Act, 1987, for payment of compensation in case of accidents at unmanned or manned level crossings. However, compensation in such accidents is paid by the Railways after the claims are decided by Civil Courts/Motor Accidents Claims Tribunals if Railways is held responsible for contributory negligence on their part.

(e) It is the endeavor of Railways to eliminate all unmanned level crossings by Manning/ Closure / Merger and Provision of Subways/ RUBs based on the availability of funds. Besides this other measure taken are # Provision of basic infrastructure on all unmanned level crossing # Periodic inspection of such crossings to ensure the above # Education of road users through Social awareness campaigns with the use of print and electronic media # SMS campaigns to create awareness amongst road users.
