Will the Minister of



HEALTH AND FAMILY WELFARE be pleased to state:-




(a) the new leprosy cases detected indicating the ratio of Scheduled Castes and Scheduled Tribes population therein during each of the last three years and the current year, State/UT-wise;

(b) the action plan drawn up by the Government for carrying out house hold survey for early detection of cases of leprosy as per the strategy under the Programme Implementation Plan for 12th Plan Period;

(c) the outcome of the special activities carried out since 2012 in both high and low endemic areas under the aforesaid Programme Implementation Plan;

(d) the steps taken/proposed to be taken by the Government for greater awareness, early detection, affordable treatment, social rehabilitation and removing stigma, particularly among economically and socially disadvantaged SC/ST population along with the funds allocated and utilised for the purpose during the said period, State/UT-wise; and

(e) whether the Government has conducted mid-term evaluation/review of the National Leprosy Eradication Programme and the utilisation of funds by the States/ UTs under the Disability Prevention and Medical Rehabilitation, if so, the details and the outcome thereof?


ANSWER


THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI JAGAT PRAKASH NADDA)

(a): The number of new leprosy cases detected in the year 2011-12, 2012-13, 2013-14 and 2014-15 (upto December) are 127295, 134752, 126913 & 88752 respectively. The details of percentage of Scheduled Castes and Scheduled Tribes population cases during each of the year, State/UT-wise, are at Annexure I.

(b): Special activity comprising (i) Active search (ii) Capacity building of staff (iii) Awareness drive (iv) Enhanced monitoring and supervision (v) Validation of Multi Bacillary and Child case has been carried out in high endemic districts and high endemic blocks of low endemic districts.

The active search has been carried out by engaging Para Medical Workers at block level with the support of ASHA at village level.

(c): 14322 new cases were detected in the active search carried out during the year 2012-13. The number of new cases has reduced to 8398 in the active search during the year 2013-14. The details are at Annexure II.

(d) & (e): The treatment for leprosy is provided free of cost in all Govt. health facilities. The treatment has been integrated in General Health Care System which helps in greater access to the population and destigma- tization. The States/UTs wise allocation, release and utilization of funds is at Annexure III. IEC activities are also undertaken to increase awareness under National Leprosy Eradication Programme.

The Midterm evaluation of National Leprosy Eradication Programme was undertaken by WHO in November 2014.
