INDIAN AID TO AFGHANISTAN

EXTERNAL AFFAIRS be pleased to state:-




(a) the details of aid provided to Afghanistan along with the investment made by India in that country’s economy during each of the last three years and the current year;

(b) the action plan chalked out to further provide financial, military and other aid to Afghanistan in view of the withdrawal of NATO forces; and

(c) the details of training imparted to personnel of Afghan army by India during the last three years?


ANSWER

(a) The year wise expenditure incurred on assistance to Afghanistan in the last three years are as under:

(i)	2014-2015	Rs. 580.52 crore
(till Jan 2015)
(ii)	2013-2014	Rs. 585.31 crore
(iii)	2012-2013	Rs. 490.96 crore
(iv)	2011-2012	Rs. 326.61 crore

(b) Government is committed to provide financial, military and other aid to Afghanistan based on requests received from Afghan authorities from time to time and in line with the provisions of the Strategic Partnership Agreement (SPA), signed in October 2011 between India and Afghanistan.

(c) Over the last three years, India has imparted training to personnel of the Afghan National Security Forces (ANSF) as per the requests received from the Afghan authorities and based on our capacity. ANSF personnel receive training in India for capacity building and skill enhancement intended to help augment our mutual and respective efforts in the fight against international terrorism, organized crime, illegal trafficking in narcotics and money laundering.
